The Chinese government recently issued a white paper titled “A Global Community of Shared Future: China’s Proposals and Actions,” as it marks a decade since Chinese President Xi Jinping first proposed the concept. Amidst the turbulent times the world is facing, the white paper aims to counter the hegemonic views perpetuated by some countries, particularly the United States, and present China’s vision for a harmonious global community.
The Timing and Context
The release of this white paper comes at a significant moment, coinciding with the 10th anniversary of President Xi’s proposal. Analysts suggest that China, having gained much more power and responsibility over the past decade, aims to offer its perspective and wisdom to meet the urgent demands of the current era.
Ideological Opposition to the US
Although the white paper doesn’t mention the U.S. explicitly, it firmly rejects several American ideas and behaviors, such as “democracy versus authoritarianism” and “alliance-based confrontation.” According to experts, this indicates China’s open disagreement with the so-called “rule-based order,” often seen as a cover for U.S. hegemony.
Global Repercussions of the West’s Ideas
The white paper also criticizes the zero-sum mentality and the notion of superior strength perpetuated by the West, arguing that such ideologies are archaic and could usher in a new cold war. It claims that the majority of countries share these concerns and highlights the responsibility to find a sustainable path to global community-building.
China’s Proposal
Wu Xinbo, director of the Center for American Studies at Fudan University, argues that China is making its stance clear, advocating for the common good rather than seeking power. Maya Majueran of Belt and Road Initiative Sri Lanka (BRISL) also suggests that many nations view China’s proposal as an opportunity to boost their economies.
Grassroots and Global Acceptance
Li Haidong, a professor at China Foreign Affairs University, states that while the global community largely welcomes China’s initiatives, the resistance comes primarily from a few Western nations that don’t want to lose their advantageous position in the current world order.
Cultural and Historic Roots
The white paper attributes the concept of a global community of shared future to China’s rich cultural heritage and modern experiences. It incorporates Chinese diplomatic traditions while appreciating the achievements of other civilizations.
Economic Policies and Globalization
The document calls for a new form of economic globalization that is open and opposes protectionism, unilateral sanctions, and the erecting of barriers. It promotes an equitable global economic system.
On-the-Ground Implementation
By July 2023, China had signed Belt and Road Initiative (BRI) agreements with over three-quarters of the world’s countries. These projects are not designed for geopolitical or military alliances but are aimed at economic cooperation and mutual development.
Examples of Achievements
Among BRI projects, the China-Laos Railway stands out, having created over 110,000 local jobs. China’s diplomatic efforts have also contributed to resolving long-standing issues, such as the reconciliation between Saudi Arabia and Iran.
Global Resonance
The white paper concludes by stating that the concept of a global community of shared future is gaining broader support as it serves the common interests of humanity and aligns with the global calls for peace, justice, and progress.
