China has unveiled an ambitious plan to achieve a secure and reliable supply of core artificial intelligence (AI) technologies by 2027. This strategic initiative aims to deeply integrate AI with the manufacturing sector, foster new quality productive forces, and comprehensively empower industrial modernization, positioning China among global leaders in AI scale and capabilities.

Deep Integration with Manufacturing

The government action plan, jointly issued by eight departments including the Ministry of Industry and Information Technology, outlines specific targets for AI’s role in manufacturing. By 2027, the plan aims for the deep application of three to five general-purpose large AI models within the manufacturing industry. Furthermore, it seeks the development of specialized, full-coverage industry-specific large models tailored to various sectors.

Fostering Data and Application Scenarios

To support these advancements, China intends to create 100 high-quality industrial datasets. Alongside this, the plan promotes the development and adoption of 500 typical application scenarios, demonstrating the practical utility of AI across different industrial processes. This focus on data and real-world applications is crucial for driving innovation and efficiency.

Cultivating Leading Enterprises and Ecosystems

The initiative also emphasizes the cultivation of key players within the AI landscape. China aims to foster two to three globally influential ecosystem-leading enterprises, alongside a batch of specialized and sophisticated small and medium-sized enterprises (SMEs). The plan also seeks to develop a group of enabling service providers proficient in both AI technology and specific industry knowledge.

Enhancing Technological Self-Sufficiency and Global Contribution

Key measures include promoting the coordinated development of AI chips’ hardware and software, and supporting innovations in model training and inference methods. Breakthroughs are targeted in critical areas such as security protection for industrial model algorithms and training data protection. China also plans to build a world-leading open-source ecosystem and enhance security governance capabilities, aiming to contribute “Chinese solutions” to global AI development.
