Xi Jinping Concludes Significant Africa Visit

Chinese President Xi Jinping concluded his 10th visit to Africa, attending the 15th BRICS Summit in South Africa and fortifying ties with African nations. This trip signifies China’s effort to solidify its relationship with Africa and promote multilateralism.

Key Summit Highlights

In Johannesburg, President Xi participated in the BRICS Summit alongside other BRICS and African leaders. A significant dialogue was co-chaired by him and South African President Cyril Ramaphosa. Xi emphasized collaboration between China and Africa, proposing three initiatives aimed at Africa’s industrialization, agricultural development, and talent nurturing.

Reiterating China’s aspirations, Xi highlighted China’s rejuvenation on multiple fronts while praising Africa’s strides toward a prosperous and united future. He championed the idea of a global economy that’s open and inclusive, emphasizing that both China and Africa can immensely benefit by supporting each other in this endeavor.

Deepening Relations Amid Pandemic

This summit marked the first offline meeting between Chinese and African leaders since the onset of the COVID-19 pandemic. Analysts view this as a pivotal step in deepening relations. Xi’s involvement not only sketches the future of China-Africa collaborations but strengthens the bonds of their shared vision for the future.

In addition to BRICS discussions, Xi also had several offline meetings with various African leaders, essential for fostering mutual consensus, enhancing Global South cooperation, and catalyzing global stability and growth.

China-Africa Cooperation Blueprint

Xi proposed three initiatives for enhancing China-Africa practical cooperation. These include:

  1. Supporting Africa’s Industrialization: An ambitious plan that underlines China’s intention to transfer its immense production capacity to Africa, reinforcing Africa’s position in global commerce.
  2. Supporting Africa’s Agricultural Modernization: Aims to revitalize Africa’s vast agricultural potential, addressing food security issues both within the continent and globally.
  3. China-Africa Talent Development Cooperation: A strategy for nurturing African talent, underpinning the other two initiatives.

These plans resonate with Africa’s Agenda 2063 blueprint, emphasizing China’s unwavering support for African advancement. Song Wei, a prominent professor from Beijing Foreign Studies University, remarked that these initiatives echo Africa’s modernization aspirations.

Highlighting the agricultural potential, Dr. Sylvester Anami from Jomo Kenyatta University in Kenya emphasized China’s profound influence on agricultural transformations and modernizations. Such collaborations are poised to revolutionize food and nutritional security in Africa.

Furthermore, China’s commitment to education and talent development is evident in its plans to train significant numbers of African vocational educators and technical personnel annually.

Addressing Western Concerns

With rising concerns in Western media about China’s purported economic decline and its alleged dwindling influence in Africa, Song Wei opines that such narratives stem from Western apprehensions about a strengthening China-Africa relationship.

China’s increasing influence in Africa has certainly ruffled feathers, especially in the US, which perceives China as a formidable competitor. Accusations like ‘debt traps’ and ‘debt diplomacy’ have been levied against China. However, the reality, as seen by many Africans, is markedly different. As Dennis Munene Mwaniki from the Africa Policy Institute stated, the narratives against China hold little water. China remains an ally that offers substantial development opportunities to Africa.

China-Africa: Catalyst for Global Stability

The aftermath of the COVID-19 pandemic highlighted the vulnerability of Africa and other developing nations. However, bolstered cooperation between China and Africa infuses fresh optimism into the African developmental narrative and the broader Global South.

Song Wei emphasized that the burgeoning relationship between China and Africa boosts Africa’s influence on global platforms, amplifying its voice and ensuring its developmental concerns are addressed.

BRICS Expansion and Implications

An integral outcome of the BRICS Summit was the invitation extended to Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates for BRICS membership.

Feng Xingke, of the World Financial Forum, deemed this expansion historic. These new members bring diverse perspectives from different continents. The evolution of BRICS, according to Feng, paves the way for a more robust mechanism, representing emerging economies and playing a pivotal role in sculpting future global governance for a harmonious international order.
