In a call for diversified treatment methods to address the high number of drug addicts in Hong Kong, Dr. Gerald Choa, the Director of Medical and Health Services, highlighted the necessity of various programs to cater to different types of drug addiction. At a reception marking the opening of the first methadone detoxification center at Violet Peel Clinic in Wan Chai on June 8, 1976, Dr. Choa stressed that methadone treatment is just one among many available options to aid addicts in overcoming their dependencies.
Dr. Choa elaborated on the need for multiple treatment approaches, explaining that addicts have diverse motives and reasons for drug use. Factors such as age, duration of drug use, and the types and quantities of drugs consumed vary widely among individuals. This diversity necessitates tailored treatment methods to effectively address each addict’s unique situation.
The Commissioner for Narcotics, Mr. E.I. Lee, emphasized that combating drug abuse requires a collective effort involving the government, its agencies, voluntary institutions, and the broader community. He asserted that ultimate success in eliminating drug abuse and its societal impact can only be achieved through cooperative endeavors.
Mr. Lee outlined the government’s dual policy approach to tackle Hong Kong’s drug problem: reducing the supply of illicit drugs and diminishing the demand for them. He explained that these two aims are interdependent and complementary. Every major seizure and arrest by the police and Preventive Service makes drugs more scarce and expensive, which in turn pressures addicts to either find more money to support their habit, often through borrowing or crime, or to seek treatment.
