This body, which received endorsement from the United Nations Security Council in November 2025, aims to provide a framework for rebuilding the war-torn territory. Trump is expected to serve as the inaugural chairman, with the power to select members and hold final approval on decisions, despite a majority vote mechanism.

Financial Structure and Membership

A draft charter for the Board of Peace reveals a tiered membership structure. While a three-year term is available without a financial commitment, nations can secure permanent membership by contributing $1 billion in cash within the first year of the charter’s commencement. A U.S. official clarified that this $1 billion is specifically for securing permanent status, and all funds raised are designated for Gaza’s reconstruction, with an emphasis on operational efficiency.

International Response and Invitations

Numerous countries have confirmed receiving invitations to join the Board of Peace. Among those who have accepted are Hungary and Vietnam. Other nations that have confirmed invitations include India, Jordan, Greece, Cyprus, and Pakistan. Previously invited countries include Canada, Turkey, Egypt, Paraguay, Argentina, and Albania. The U.S. is anticipated to release a comprehensive list of members soon, potentially during the World Economic Forum in Davos.

Executive Committee and Governance

An executive committee has been established to oversee critical aspects of Gaza’s stabilization and long-term success. This committee includes prominent figures such as U.S. Secretary of State Marco Rubio, Trump’s son-in-law Jared Kushner, former UK Prime Minister Tony Blair, and World Bank President Ajay Banga. However, Israel has voiced objections to the committee’s composition, stating it was not coordinated with them and runs contrary to their policies. The inclusion of officials from Turkey and Qatar, countries with complex relationships with Israel, has also drawn attention.

Broader Ambitions and UN Dynamics

While initially focused on Gaza’s reconstruction, the Board of Peace’s charter, as reviewed by The New York Times, does not explicitly mention Gaza, fueling speculation about a broader mandate to address global conflicts. This has led to discussions that the board could potentially emerge as a U.S.-centric alternative to the UN Security Council, particularly given the Security Council’s past difficulties in acting decisively on the Gaza conflict and funding cuts impacting the UN’s influence.
