China’s public cultural services face a fresh set of construction targets after the Ministry of Culture and Tourism (文化和旅游部) issued the Public Cultural Service System Construction “15th Five-Year Plan” (公共文化服务体系建设”十五五”规划).
The plan aims for measurable gains in the balanced development of public cultural services by 2030, with integrated construction of urban and rural systems and a more complete mechanism for coordinated regional development, the ministry said.
According to the document, the supply mechanism for public cultural services should be further improved by that date, forming what the ministry described as an open, diversified and coordinated supply structure. It also calls for digital and intelligent cultural provision to reach a new stage, with richer digital resources.
The plan sets out five priority tasks, the ministry said: driving quality and efficiency improvements in public cultural services through reform, advancing modern public library construction, promoting balanced service provision, and raising the level of digital and intelligent capability.
The ministry attached a list of 18 key engineering projects intended to keep the plan both long-term in direction and practical in implementation. It builds on earlier arrangements set out in the national 15th Five-Year Plan outline and the Culture and Tourism Development “15th Five-Year Plan” (文化和旅游发展”十五五”规划).
The plan sets requirements across implementation mechanisms, legal construction, fiscal guarantees, talent cultivation and safety, the ministry said, framing these as measures to secure the plan’s execution. The push continues China’s wider effort to expand digital resources across the cultural sector.
