The National Press and Publication Administration (国家新闻出版署) has issued the Publishing Industry Development Plan for the 15th Five-Year Plan Period (出版业发展”十五五”规划), setting out overall requirements, targets and support measures for the sector through 2030.

The plan states that by 2030, high-quality development of the publishing industry should achieve marked results, with publishing playing a greater part in cultural creativity and cultural development across the nation. It describes the development blueprint and direction for the sector during the 2026–2030 period.

The administration organised the plan around eight areas. These cover strengthening thematic publishing, expanding the supply of quality publications, deepening nationwide reading initiatives, accelerating integrated development in publishing, advancing systemic reform of the newspaper sector, promoting innovation in printing and distribution, strengthening international communication in publishing, and building a high-level publishing talent pool.

Within these areas, the plan sets out priority tasks for the period and lists eight dedicated columns and 33 major engineering projects. According to the administration, these span the full publishing chain, including content production, reading promotion, industry upgrading, international communication and talent development.

The measure aligns with China’s broader 15th Five-Year Plan, which sets national priorities for the 2026–2030 period. The publishing plan states it upholds a unity of goal-oriented and problem-oriented approaches in identifying tasks for the sector.

The 33 listed projects define the concrete work to be carried out across content, distribution, printing and overseas reach during the five-year period.
