TikTok is moving forward with plans to enhance its European data infrastructure by investing €1 billion (US$1.14 billion) in the construction of its first data centre in Finland. A TikTok spokesperson confirmed the investment on Wednesday, though declined to provide further details. This move is part of TikTok’s broader strategy to localize data storage for European users, in response to growing political scrutiny over data privacy and national security concerns.
The Finland facility forms part of TikTok’s €12 billion, 10-year commitment under its “Project Clover” initiative, aimed at reinforcing data security and transparency in Europe. With over 175 million users in the region, TikTok faces increasing pressure from European and American lawmakers over its ties to ByteDance, the Chinese parent company. Several institutions, including the European Commission and the European Parliament, have banned the app from official devices, citing fears that Chinese authorities could potentially access user data. The United States has gone further, threatening a complete ban unless ByteDance divests TikTok’s U.S. operations.
Despite these concerns, TikTok maintains that such restrictions are based on misconceptions. On its website, the company emphasizes that European user data is being stored in a dedicated “data enclave,” located across centres in Ireland, Norway, and the United States. This month, TikTok’s Norwegian data centre became fully operational, marking a milestone in its efforts to store data closer to users and bolster trust among regulators and the public.
The Finnish data centre is expected to reinforce TikTok’s European infrastructure and could be one of several new facilities to be announced across the continent in the coming years. According to sources, the expansion aligns with TikTok’s long-term objective of ensuring compliance with local data regulations and reducing reliance on non-European infrastructure.
Finland and the broader Nordic region have become prime destinations for data centre investment. Their natural advantages—such as cold climates that lower cooling costs and abundant supplies of clean, carbon-free electricity—have attracted tech giants like Microsoft and Meta. In fact, Microsoft President Brad Smith noted that Finland offers both sustainability and strategic connectivity, making it ideal for serving European markets.
According to the Finnish Data Centre Association, over 20 new data centres are currently planned in the country, representing an investment of approximately €13 billion and a total capacity of 1.3 gigawatts. These developments underscore the region’s growing significance as a hub for secure and sustainable digital infrastructure.
