One of the policy measures that the government will adopt is to provide additional subsidies to farmers who grow corn and soybeans. These subsidies will serve to encourage the farmers to continue cultivating these crops and contribute to the increase of their production levels. Additionally, provincial authorities in Northeast China, which is one of the country’s significant grain-producing regions, will also be encouraged to offer similar incentives to their local farmers.

Another measure that the government will implement is to provide more credit facilities to soybean farmers. This move is intended to enable farmers to secure the necessary financial resources to fund their agricultural activities successfully. Additionally, the government will offer insurance to farmers that grow soybeans to cover their costs and provide a safety net to guarantee their income.

By rolling out these policy measures, the Chinese government aims to address the pressing issue of food security, particularly given the increasing demand for edible oils in the country. The implementation of these policies will also safeguard the interests of farmers and encourage them to continue engaging in agricultural activities. Ultimately, it is hoped that these efforts will contribute to the achievement of the country’s broader goals of ensuring self-sufficiency in food production and enhancing food security.

The Chinese government will extend its efforts to encourage more farmers across different regions to participate in a pilot program for growing corn and soybeans. Specifically, more farmers in the north, the southeast, and the lower and middle reaches of the Yangtze River will be targeted for this program. In addition to this, local authorities will encourage farmers to grow soybeans alongside fruit saplings and sorghum.

To improve the technological services offered to soybean farmers, the Ministry of Agriculture and Rural Affairs has announced plans to come up with customised solutions for each of the 906 counties that cultivate soybeans. These solutions will include the promotion of better varieties, cultivation methods, and machinery, which will help farmers maximise their soybean production.

Family farms, rural cooperatives, and agribusinesses will also be encouraged to grow soybeans. In line with this, the government plans to support the development of professional service providers who can offer affordable, convenient, and comprehensive services to soybean growers. This move is aimed at supporting farmers and boosting soybean production in the country.

In an effort to enhance the purchase of soybeans, the China Grain Reserves Group Co, which is the largest grain storage and transportation company in China, will increase its efforts to buy soybeans from growers in Heilongjiang province and the Inner Mongolia autonomous region. These two regions are the most significant soybean producers in China.

The Chinese government is actively implementing policies to encourage farmers to increase their soybean production. Through a combination of incentives, technological services, and enhanced purchasing efforts, the government hopes to support farmers, boost soybean production, and ultimately achieve the country’s broader goals of food security and self-sufficiency in food production.

China is the largest importer of soybeans in the world. However, in 2022, the country’s leadership called for heightened efforts toward food security and self-sufficiency, which led to bolstering efforts to expand soybean cultivation. According to the General Administration of Customs, China imported 91.08 million metric tons of soybeans in 2022, which was valued at $40.84 billion. These figures are down by 5.6 percent year-on-year.

Yin Ruifeng, a soybean researcher at the Ministry of Agriculture and Rural Affairs, highlighted that China had relied on the international market for over 85 percent of its soybeans before 2022. There is still much room for improvement in the level of self-sufficiency.

With a population of over 1.4 billion people, China’s food security is crucial, and soybeans are a vital component of its food supply chain. By producing more soybeans domestically, China can reduce its reliance on imports and better control its supply chain.
